I have a Sinclair neck turner which I haven't used for years since I had a 6PPC. With factory chambered rifles the neck clearance is usually anywhere from .004"-008".
There is some theoretical advantage in slight neck turning a case for a factory chambered rifle to even out the neck wall thickness (i.e. skimming off the high areas) especially if using bushing dies. However, I've never been able to see the difference in accuracy so don't bother.
