Yes lugs , on the front of the bolt, standard length for a rim fire so no to the "silly long" comment.

I haven't put the effort in to say definitively . During ammo testing it would drop into the .3s with elly match and RWS supersonic HP, the odd .2 . I shoot mostly cci subs for rabbits etc and...
