    As mike says, com wires ok no damage? You can check the armature with a meter, are the magnet ok not broken cracked or loose, you have the arm correct way round in the stator? Are the bearing bushes...

    Check you have power at the tilt and trim motor, this will tell which way to go, motors are pretty simple, could be brushes or worn bushes, motor has tie rods down into the pump housing. Don't damage...
