Depends on the task as to whether it's appropriate to shut down, however there needs to be relief to allow loading and unloading by the pilot rotors in motion.
Exactly, the crewman/crewmen on board oversees loading and unloading of passenger or payload. The pilots are able to remain at the control while the rotors are in motion in their application.
