I have not issues in requiring a gunsmith to be qualified to do the job.
After all you need to do a course and pass a test to drive, most jobs require a qual, you have to pass a test etc to possess...

Hardness, tensile and yield as materials basic properties are not linear or uniform across different materials ie increase one...
The materials properties such as tensile and yield strengths etc are far more important than hardness
