I don't have many tools so I used the axe head its self to rough it out, a chisel to make the shoulder etc and then a file to smooth it. It was a little bit wet in the middle but mostly dry.

I got this axe head off trade me for $15, I'm pretty sure it's one of the heads that were made between 1928 and 1950 in Germany.
