Not in good conditions at reasonable ranges. The slippery bullets make wind calling 'easier' when conditions are less than ideal. This can also be mitigated by stalking closer or practicing more.

Sounds like some stubborn shit in the chamber or possibly a poorly finished one.
I guess you'd want to trim your brass to a uniform length. I use those lee tools for this
