Triple B's suggestion of over inflating the Tyres is soun. By doing that the surface area of the Tyres would increase and therefor they would displace more water which would increase buoyancy.
ARdave here is a thought. As an added measure strap an empty 20 litre water container low on to the front and the back of the quad. That will displace forty kilos of water and as water weighs a kilo...
Anything will float as long as the weight of the object is lighter than the weight of the water that the object displaces. So either biff the dog off the quad or put the quad on a boat, Either one...
