Inspect the brass that gets stuck for any scratches or gouges on it.
It could be a burr in the chamber creating a mechanical lock with the brass once fired.
It might do it with some loads more than others due to reasons including pressure of a given load, or the brass softness of a given load etc.

Problem solved, used brand new and once fired brass and there was no problems at all. I guess my old brass has sent it’s last sending. Lol

Ah Deereman you beat me to it, a big thanks to everyone who suggested possible problems and as my son said it was an easy fix using new brass.
He sent me some pic's so here they are
The rifle in question CA 300 Rum carbon fiber rap barrel with a vx 6 on top.Attachment 164397
New load he is going to settle on 88 grs IMR 7828 and the 190 gr LRAB
Attachment 164398 that's 3 shots at .6 inch
Needless to say he can't wait for hunting season to start so he can get out and put some holes in something more than paper, he is very please with the rifle by all accounts.

He also tried his Tikka 243 that the boys use and it shot very well to, gotta love those Tikka's ( 3 shot Attachment 164408group)

Glad it’s worked out, however I do think it will rear its head again and the primary extraction issue will need to be addressed.
