    THIS is the very reason getting a pet speyed or put down should not incur a charge.....a drop off facility for any and all cats,no questions asked NEEDS to be available...it is the only way we will ever get a hope in hell of keeping ahead of the issue of dumped cats..give people a place to dump them.

    I had this problem years ago, had a cat that started pissing on everything we owned when when we brought our new baby home. Took him to spca and they charged me $60 to leave him there, and they fudged the adoption sheet ticking the friendly affectionate when I specifically said he was skittish and pisses on everything.
    I said if I knew it was going to cost me $60 I would have taken him to a mates farm and dispose of him, to which I was told was illegal. I said "what, illegal to shoot a cat?" and the girl was adamant that it was illegal. I paid the money and advised her to do some research.

    A spayed cat can still kill native birds. No rules to keep them on a property but dog owners are hammered.

    As far as I am concerned cats should be same rules dogs, keep it under control when not on your property (otherwise on your property at all times), registered, micro chipped and no more then 2 on any property inside town boundary and you must pick up you cat shit.

    If its good enough for dog owners why should cat owners be any different.

    issue is SPCA tells people up front that they will be put down but from their POV it'd be a massive scandal if they were secretly killing unwanted pets.

    People have the bizarre position of not wanting to pay or keep the pet but not wanting it to die.
