I run a Vortex Copperhead 4-12x44. I think it was around $300.
Nice optic for the price with a ballistic reticle .
Good bang for the buck.
I have also had a great run out of the Nikko Stirling Night Eater scopes.
What to look out for for me is a reticle that's not to thick as a rabbit at 180 mtrs is pretty small, other than that something that's clear and gathers good light for late evening shooting.

I started of with a tasco 3x9x40 with to fair wasn't a bad scope, i have just fitted a gun city brand Ranger 4x12x40 with ballistic reticle which i purchased of TM a while ago for couple hundred dollars as new condition.Retail for $400
I found while the 9 power was a good start and tied me over just lacked a bit on the smaller targets over a hundred meters. also once i get it all sited back in i will be able to use the ballistic retail (maybe)
I can vouch for the Night Eater scope @viper mentioned.

I run night eaters on a few of my rifles good scopes for the money. You could try a bushnell ar optics as i have them as well side focus but a bit heavy
I have a Burris fullfield E1 4.5-14x42 that would be a good scope on an HMR. Bought it off here a while ago for $320 and haven't used it. Is missing the little rubber eyepiece cap but doesnt need it and other than that it's in great condition. Would let it go for what I paid for it
What range are you shooting at? That will impact the zoom and parallax requirements. And may require are scope with a BDC or MILDOT reticule, or good elevation/windage adjustments (e.g. turrets that have solid clicks and are zero'able)
What weight are you looking for? That can impact the zoom and objective lens size.
What hours of the day are you going to shoot? That will impact the objective lens size.
Once you figure all those things out then you go shopping for your scope. Not all manufacturers will have something available that fit your requirements - so the field will narrow.

@smidey I have a few Nikko Nighteaters new and in the box here. What size were you thinking? I will see what is there if you are keen. Should be well under budget as I think they were closer to $400 depending on size (3-9 were closer to $300 but not sure if I have one of those there....)

Ive got a Weaver v16 4-16x42ao on my .17hmr that I'll put up for sale soon. Happy to sell the scope seperately.
Ballistic reticle works very well with the 17gr Hornady ammo. Zeroed at 100m, first line is 125m and second is 150m.
@smidey I had a look and I have a 4-16x50 Nighteater with a mil dot reticle for $399. This also has the sunshade extension to stop glare that can be screwed on and off as needed.Quote:

There is also an Arctic Foz 4-16x52 there for $315. It is not quite as bulky as the Nighteaters. And it has the Adjustable objective on the front rather than a saddle / turret like the Nighteaters have.
There is a Nikko Diamond 4-16 there as well but it is $600 and a little over your stated budget. If it was my rifle, I would get either of the Nighteaters. I believe they perform as well as many scopes that cost much more. The arctic Fox fits in with the likes of Tasco, Nikko Gold crown and similar and I think the Diamond, while an exceptional scope is probably not worth the additional money for the application that you are using it for.
These are all brand new and still in the boxes.
