Agree - that can be done on a case by case/location by location/even year by year basis though on public land with some fairly light touch management. Would fit well with HOSIs - in those, population control is primarily by a community foundation (eg FWF); elsewhere recreational hunters are given a clear steer on what needs to be done - hotspots identified and shared for example. Hand in glove with regulated (possibly subsidised/funded) WARO
Private land remains a tough nut to crack, its up to landowners primarily to decide how they balance private property rights with cost of control.
