According to DoC anyone in a hunting party needs a permit, carrying a firearm or not.
And I asked my arms officer about an unlicensed person carrying a firearm - they said it is fine as long as they are close enough that the FAL holder can supervise or take the firearm off them if need be

Apparently the Police view of "immediate supervision" is "in a position to control muzzle direction at any time", e.g. arms' length, with a free hand. (At a proper shooting range is slightly different because the range protocols apparently count for "controlling muzzle direction".) Hence, one FAL, one firearm, as you're not considered to be supervising closely enough if you're also managing your own gun.
