You're conflating the tool with the usage of the tool. You are making the same mistake as those braindead anti firearms people who assume that the tool is the problem and not the people using it.

What those people are doing is simply illegal, irrespective of the tool being used to do it.

Focus on the actions, not the instrument which can be used for either useful legal activity or illegal activity.
