Its much like that in many Govt departments. They have grown bloated with their budgets over time and now they are being told to trim back. The Govt culture finds getting rid of staff very hard to do, 'cause you now don't have lots of people you are responsible for and look less important. The entire system needs a reset and people at the coalface need empowering and the kilometres of middle management need to go find something else to do that doesn't involve sucking on the taxpayers tit.
A classic example: My father in law told me that when he was a house surgeon at Palmy Nth hospital just before the war there were 200 beds and six administrators. And everything worked fine. 45 years later when he retired there were 220 beds and 200 administrators.

If you want advice on animal numbers around rotorua, hit up the rotorua fish n game guys. They gave me some damn good advice 2 months back. Also the woman ( wont name her ) from the doc office in Ham central that runs the permits for te tapui often has the goods on where the cullers are going to hit in a few months time. Got some right handy tips off her before. It was her who tipped me off a while back when they were going to have a huge cull down poronui station of the deer. We went down and did well in a certain area. Heard afterwards that they culled nearly 4000. Still doubting they took out that many but a damn shame if they did.
