Order this from Brownells then.

You will have to pay the $250 US export fee though, so may as well get other parts to make it worthwhile.

Welcome to Sako club.
No you don't. You do not require an import permit for a barrel for an A Cat rifle, even an AR.
You also don't need an import permit for the US export permit. A signed letter attesting to the fact that an import permit is not required is acceptable by the US Government.
If you did want to get an import permit to import an AR upper and lower receiver for an A Cat AR build, you can apply and will receive an import permit. You could certainly add that to the order, to make the export permit more worthwhile.

You are wrong. I have already imported AR parts from the USA including lowers so I have a US permit to do so. NZ permits off my AO for A cat is an easy ring up to make an appointment and then a 20min hike to the Police station for the paper work. The issue these days is a) the $250US charge on the order the US State department insists on and b) the exchange rate now sucks, 0.85 v 0.65 is a huge hit. However for about $2kNZD in parts it still is looking economic even paying the landing fees and GST due to the markup on parts.
Also if the Cat A part is $99.99USD or less, not ammo, not a lower, upper or barrel then no State Department fees are involved. So small items like firing pins that are $30NZ here are $6US, or a BCG at $80USD and worth = $180NZD to my door as they are $300NZD+ here so well worth it.
