    Blurred scope

Keen on hearing what people may think has happened here.
When looking through the scope the picture is blurred and when looking through the objective lens the picture is what I've attached bellow (challenging to photograph). The lenses themselves are perfectly clear however when looking through the objective lens it looks as though someone has done a poor jobs of putting cellotape over the lens (after sprinkling dust over it).
The scope is a Kite Optics SCOPE K4 HD 1-4x24. I don't recall spotting this issue when I purchased it off the forum a couple of weeks ago but now that I go to mount the scope I've noticed it is not a sharp, clear image.

I have a couple of older scopes that look like this.

I assumed the lens coatings were breaking down with age and/or wear.
