As the title says, what is the current state of how OAL is measured? Im loath to call around asking arms officers in case they give me different answers like they did a few years ago.
If the case is measured collapsed or folded, then how would you go about importing a folding stock firearm? Would you have to request them to attack a fixed stock to it to make it Acat on import? Or can you import the upper and lower separately?
Their current "policy" is to measure OAL with the stock collapsed / folded. It contradicts the definition of "overall" but I digress.
Did they confront you with any questions such as "Why do you want to import this particular firearm instead of one that's already approved."?
Sorry, I'd edited my post - I applied for an import permit for a stock and not for an entire firearm.
If it is not on the 'Approved list', it will need to be examined by POLHQ. If it doesn't meet their 'requirements ', they will likely deny it's import. This means you will need to surrender it for destruction or export it.
It is possible to pin the folding stocks.

Would they need to be pinned while still in America? Or can it be done here under the arms officers discretion?
If you put a Collapsible or folding stock on it will be measured from its shortest length, if you put it on a semi auto such as an AR15 you will need to convert it to E-Cat. Put it on a Pump Action and it will stay A-Cat, should be able to find a load of different option already available right here in NZ.
No point buying a stock if your just going to put a pin in it and make it no longer useful for its purpose.
Preferably. It just needs to be done by the time the 'expert ' police armorer inspects it.

The new Virtus variant has a newer full size stock on it that would work great. Or perhaps Sig maybe makes a non folding ar15 buffer tube stock attachment instead if the folding adapter.
