Remove the single consignment rule from Section 18AAD1(a) and extend the time frame in section 18AAD1(b) to a longer period, say 90 days.
Justification - it is often impractical to consign items on one permit in a single consignment or within the 30 day time frame, resulting in license holders needing to apply for, and the regulator needing to process, multiple permits. This imposes undue admin on licence holders and processing costs on the regulator. This is not an effective control for public safety as permits are issued anyway, it is just inconvenient and inefficient

Not to mention the time frame in current legislation does not take into account shipping issues and supply line holdups. For example if you had multiple consignments but one of them showed up in 32 days after the arrival of the first due to, I dunno, a ship blocking the Panama canal or like a worldwide virus plandemic or somethingsomething? I think these things are reasonable grounds for extending the time frame allowed in current legislation.
