Welcome to the forum.
Yes you will need a NZ Police import permit for a scope now. Just fill in the linked form and send it to the address below.
Currently they are taking about 1.5~2 weeks for processing.

Note: Also expect to get stung for GST on anything over NZ$400, including postage.
And the back log at the international mail centre is growing, so clearance is taking anywhre up to 2~3 months at the moment.
