New / DIY a cat ar15 requires certification?

My mate reckons that any a new a cat or home made job need's to be certified by the arm's office.

I have sent them an email just now but thought I'd see if you fellas had heard anything about it.

I was planning on 3 d printing a piece that would be glued or something in between the butt and the pistol grip. Depends on how the buffer system turns out.

    Cheers

It will require a serial number on the reciever, which all imported ones have and are recorded or if manufactured here will have to be numbered and recorded by someone with a dealers license, there is no requirement what so ever to go anywere near an arms office..

    Shit. My bad.

Forgot to mention that it is the stock that I was going to make. I have been given a butt and pistol grip by a good fella on here but I don't have an e cat. So I was hoping to 3d print and glue the two together once I know what size buffer I need.
