I am assuming you have checked that everything is secured tightly? How about the recoil lug, is it sitting in the stock correctly?
Warne rings are strong, but an absolute dog to put together, it could be that they are too tight on top and too loose at the bottom, causing them to shift slightly every time you fire?
Worse case scenario...you may have the only T3 in the country that doesn't shoot bugholes. The top right group could be classed as MOA accuracy...you should be able to do better than that though.

The ammo are all the same and the "NICE" group in the top is from my hand load on my 7mm Rem Mag, the other is a 7mm-08 with Winchester Super X factory ammo, what normally goes well on my Tikkas(.223 and 2X 7mm Rem Mag).
About the fittings, yes, i did check and recheck everything more than twice, recoil lug is fine and rings checked many times for the "right" snug fit.
Many people say the piccatiny rail that come in the Tikkas are somehow "crap" and make life difficult to nicely fit/sight the rifle.

I will keep listening and then make a decision in what to do next. The rifle is for sale right now but i MAYBE swap rings and have another go.
