Well, technically it's not "illegal" in NZ, the transport guidelines are pretty much that. You have to comply with the security requirements in the Arms Act, the transport guidelines are Police's preferred way to do that. Requirements are the same for every firearm, bolt action or not. Disable (removing part) - if it can't be disabled, lock it securely to disable it somehow - or lock it into a secure container that can't be just picked up out of the vehicle.
