Yes Mark 5s are all FFP.
There were some non-HD versions of the VX6 that came out in Mil but they are pretty rare, there are also some versions of the VX-R that came in Mil/Mil but that's not what you are after.
Leupolds product lines have been all over the place in recent years, no real trend across the range just a random bunch of options.
You can get Mil turrets and reticle retrofitted into the VX5/VX6 but unless you get a good deal on a used one it's not very cost effective.
If you want a 3-15ish SFP scope with a Mil reticle and Mil turrets there aren't too many options really, either the Mil/Mil scopes are all FFP and usually quite heavy.
I think there were some Mil versions of the Zeiss V4 early on, Vortex used to do a few SFP Mil models, older Leupold Mark 4s were usually SFP and Mil.
There are some models of the Leupold Mark 3hd that would suit but I don't think they will be as good optically as the VX5/VX6.
