Keep watching on here. Don't be shy to put up your budget $ too. There are enough serious guys on here who always make a comment if something being offered is overpriced or otherwise. If otherwise you've just gotta be quick!!!

My budget is probably about $800-1000. I'm not a rich man. The stuff in the stores at that price is pretty poor so I'm hoping I can get a more quality used item for a good price. Am I crazy?

You will find something at that price, does that include the scope in the price?
Depends on the scope I guess. If I could get a package like that with good optics I'd be quite stoked. But I realize the optics might have to be an independent purchase

There is this one, brand new Howa from a gunshop Howa 308 LW Blued/BLK Syn -3-9x 40 Game King scope | Trade Me
That would get you going you might find it will do every thing you want if not just upgrade the scope at a later date
