A gun that once fired from a closed bolt remained in the open bolt position until a button activated in a cosmetically comfortable position ( think trigger or thumb position ) dropped the bolt loading the next round. Going away from cycling, pumping and racking. Could even use a solenoid that is charged with kinetic energy from the bolt motion.
Just a though. Pushing the boundaries of law and design I guess. But with today’s magic wonders anything is possible.

Look at some of the European MARS rifles - this is already a thing to circumvent laws.

pretty sure that would be captured by the "near semi automatic" wording of the legislation (what ever that means) which I think was added to mean they can effectively make the description fit whatever they want
Our stupid new gun law includes the term"...close to semi-automatic...". What you are proposing has been manufactured for some time in various parts of the World and is essentially nothing more than a semi-automatic action that incorporates an automatic hold-open. I don't think it would escape the 'close to semi-automatic' definition in any NZ Court in the current climate.

Maybe a bolt action or straight pull rifle incorporating a cam mechanism which uses recoil to do the initial heaviest part of the bolt lift and extraction for you? Like that simple Soviet PTRD anti tank bolt action rifle.
More than that and the law would do you in.
