I did some guiding with a well known US guide, Remi Warren, and Remi carried a pair of "Glacier Boots" for cold winter tahr trips. And they are simply a big oversized pr of lightweight hip waders that are like what you are describing. According to Remi, they lasted a decent amount of time, and served the purpose. One of the local wetsuit manufacturers or neoprene wader manufacturers should be able to come up with something like a 3mm over boot that fits easily over your good boots, and has maybe a 2mm upper or maybe an wet weather trou type upper - cut the legs off a pair of PVC type dairy farm overtrou. I have a huge pr of waterproof breathable waders here, brand new that may be big enough in the bootie to fit over your good boots, welcome to have them and try them if you want. If they fit, cut the waist part off and you're all sorted.
