put a smear of RTV or marine grade silicon sealant under the head of the rivet before you install it.

honestly if you have an engineering workshop local and an air compressor.
buy a topmaq air hammer. buy some solid Ali rivets from Ali and get one of the bits machined to suit the dome of the rivet. then do it properly.
it is super easy once you have the right tools. You will need a lot of marine sealant as the vibrations and knocks will unseat others and you will spend forever and a day trying to chase every last one.
How did you get on with transom bracing in the end??

If they are a blind rivet I'd just install them with a bit of adhesive silicone.
They will probably outlast the boat to be fair.

Most blind pop rivets have a steel shaft, they'll rust inside the rivet. I think you can get all alloy for said purpose or just seal the hole up well with urethane sealant or rivet plugs. This is what we did on bus roofs.
