    So if I go surfing in Canterbury I need a life jacket and a number on my board? Or only if I use a paddle? Seems fucked up to me

    You would need a lot of extra lead on your belt to go diving too

    No. I would expect that the BCD you wear would be considered a PFD ....Thats what it is for when on the surface.
