Does he poke them into the spokes to make an engine sound when he coasts down the hill?

Rumor has it you are quite correct however on at least on occaision he poked them in a little too far and the wheels suddenly stopped turning. The flightless Mr Pengy got to experience actual flight for a short time and unfortunately messed up the landing

Thankfully for our fine feathered friend there is no one who would spread such rumours.

Don’t Penguins land on their bellies Mikee?
It takes 43 muscle's to frown and 17 to smile, but only 3 for proper trigger pull.

If you have the time.I'll spin you a rhyme about the time of @Pengy great fail ..now was it a dare or that single beer that made pengy want to travel? So with a single great stride off on his dirtbike he did ride. Now out on his travel pengy encounted some gravel and with a squark and flutter ended up in the gutter feeling terribly sore. Now his wing is in a sling and he's suffering..and the bike is up for sale and that folks is the end of my tale
