Get some cheap gear, get a good book, illustrated, get out on some flat grass and practice, cut the hook and barb off the practice fly, when you can cast without a tangle or a fly in the ear, and get a little distance, then find a river and get wet. I found dry fly was good to start with as I could see where and how it was landing on the water, find a rising fish and if the books good you should have some idea of what to throw at it. First ones the worse, remember to keep the tip up, everything after that is trial and error.
