What kind and quantity of weeds are we talking? I know some of the Waikato hydro lakes used to use barges dragging farm gates, but now they spray it from a helicopter. A heavy chain would probably break them off at ground level but would leave a lot there.

helicopter spraying is frequently between 100-200 a hectare
roundup can be sprayed over water
as far as I am aware it is the only chemical that this can be done by

ask your local regional council if it is considered a wetland as it might be a big no-no and lead to a fine if it is
they dont accept ignorance if it becomes a problem

the only way iv personally done it was with a slasher and pushing them to the edge of the pond

if its a small pond have you thought about draining it and putting a digger in?

The pond is my neighbours and I take water from it, Iv gotta pull my weight and help but helicopters and big diggers is not gonna happen! It is a small one, about 50m long. Might be a spray job by the sounds of it. Although if I can get the go ahead to blast it to pieces then that will probably happen too!
Cheers for the advices so far.
@Rushy, there is eleventeen full kegs of Waikato down there somewhere, Ill let you have em if you clear the weeds out.

Sling a hook in and drag the weeds out by hand.
It takes 43 muscle's to frown and 17 to smile, but only 3 for proper trigger pull.
