Remove the grass from around the base (they hate root competition like the rest of us). Apply citrus fertiliser and mulch around the base.
Advise courtesy of Mrs Shearer. She is also hoping the urine was applied after dark.
Experience. What you get just after you needed it.

Nitrogen (lack of) may be the issue, try some urea. Or the wrong pH can make nutrients unavailable to the plant. Most NZ soils are acidic, so you could try some lime.

Brake disc grindings from your local mechanics (iron filings) sprinkled around the base of any citrus tree make a big difference.

Second this, don't overwater either. Remove any fruit that has set as it takes a lot of energy/growth from the plant while it is establishing it roots.
Up to you when you apply the urine as far as I am concerned...

How so? I have citrus and lots and lots of steel/iron.....does it have to be iron or does steel work too?

FeO - rust. Citrus plants like it, a wee bit.

Steel, iron - tomarto, tomato, - if it rusts, it will work.

(Yes @300CALMAN, there other oxides, dioxides and phased oxides created, but the basics are the same )

That's fascinating @Beaker, I am not really much of a "green fingers" type of guy.

What I can tell you is that WaO - Waikato Oxide (contained in the piss of Waikato drinkers) is second in toxicity only to the the pure substance. However the plant IS still alive so that is unlikely to be it's problem.
@stingray my Dad used to bury his fish guts/bones under our lemon tree and it seemed to do well.
