Was like that 9 years ago too. Was driving to pick up gadgette#2 from the farm and deliver a calf feeder trailer. Cars stuck in the Lewis. At Springs Junction there were signs, "No Towing Vehicles", "Chains Essential". We use neither.

    Toyota Prius.
Stupidly i volunteered to change the wheel bearing in a mates on. Sadly the wishbone in alloy and the bearing house is steel, add to that unholy union ten years of rain and salty union and the magic of chemical welding really comes into play.

So how many of us can say that we would score a 9?
Apparently that is what is required to pass ielts at a level to be able to be a registered early learning teacher in NZ.
No surprises then that we have a major shortage of teachers across the board

Problem as I see it is that NZ standards are set so artificially high that most overseas applicants wont fit the bill , even with uni quals.
This is not restricted to teaching either

I am not clued up enough to comment but some of the overseas people I've worked with and be taught by were not the greatest. And others were pretty good. Mixed bag
