The changes proposed in the Bill are due to Tarrant being a member of a shooting club, and the proposed changes say that all firearms owners are required to act in the interests of public safety, so in effect report other club members so they can have their firearms and license taken off them.
The reason for a "qualified range manager" is to have someone to question and point the finger at if another person like Tarrant came to NZ and the same thing happened.
I was recently talking to a farmer about the proposed changes if the Bill goes through, he has an area on his farm for the locals to use to sight in their rifles, it isn't a certified range but it means the community has somewhere safe to go to shoot. He said he wouldn't be paying for certification and if the range closed it would mean people would be out shooting road signs and at road ends again.
