I would also recommend the NZ Deerstalkers HUNTS course as a starter, as I have heard many good things about it. Also check with your sons school and see if they offer small bore as a sport option. (secondary) He may not quite be there yet but worth looking into. There are a few small bore clubs around chch and they usually have some way of catering to younger shooters. They teach good safety practise and range habits that will help later on, especially if he decides to get his license.
The local Handloaders association may also be worth a look at. They are usually open to the public on Tuesday evenings and they offer opportunities there as well.
If you are also interested, I may be able to show both yourself and your son an opportunity to shoot air rifles. This is a good way to start as you are able to own one yourself without a license (I am of course presuming you are over 18 seeing as you have a 12yr old son) You can then spend time with him, supervising him learning, until he can progress later on. And getting started with a reasonable air rifle would be a relatively inexpensive way to learn. It is also a lot of fun.
