I know our admins are voluntary, busy and do their best. But how do we fix this? Not good to see up and coming turned off. Just saying.

quite right @Spanners @stug @gimp @7mmsaum and myself are all volunteers however we are not an I.T helpdesk we are Forum mods and this issue seems to be a user issue not a forum issue as many others are signing up each and every day.
Personally I go out of my way to help where possible but as far as individual user IT issues I am definitely not that savvy.
I personally have no idea why your friend cannot sign up but I am confident it is not an issue with the forum.
