If you study the picture in your initial post you can see it has been done with a short, elongated punch with about 6-8 close prick points, hand-made and in a slightly random pattern. I have done similar work with a single prick punch using light, rapid 'woodpecker' hammer blows and constantly moving the punch. Slow and painstaking but a pleasing result. The secret is to keep moving and not strike too hard. Practice on some scrap first.
