That's the Cliff's Notes version - but in reality I think the social engineering aspect and the mindset of firearms vs weapons becomes quite apparent in the analysis of what he's said in the past.

The unfortunate bit is that it's also quite apparent that his viewpoint is unworkable and not realistic - and if you use the pest control as an example even putting a bounty on feral animals you still can't get access to the core reservoir of the populations to make a realistic go of controlling the animal numbers. What a bounty will do, on the other hand is create a 'farming' opportunity for people who will then go out and try to 'control' areas probably using nefarious means so they have an income stream from the bounty payments. Not practical or ideal in the firearms regulatory space - so for me while Cahill was doing his job he was unfortunately quite out of touch with the reality on the ground.
