I have mine in a detached garage with unbarred windows, no alarm and a couple of added on bolt locks with standard padlocks. Safe is bolted with 4x 12mm dynabolts to the concrete and 4x 12mm coach screws into the wall with a board over the studs between it and the safe. Inspector had no issue with it and I've now since added a security camera. Whilst I understand that won't prevent the crime, it may help solve it after the fact.
So no, detached garages are not a no go full stop, and no bars over your windows are not a requirement. But if you can do it and afford it, why not?
Just because something has passed inspection, doesn't mean you shouldn't add more to your security.
