I would've thought your local Arms officer should quickly be able to tell you what category you hold. You'll find incompetence in most businesses at some point though. Try dealing with Spark as an example.

I went into Spark in Silverdale one day to sort an issue with our company account. They were beyond incompetent. Eventually the branch manager said, and I'll never forget it, "don't bother moving to Vodafone, I used to work there and they are just as bad as us".

What an advert - "buy from us, coz the opposition is shit too".

I'm afraid I hold people - especially those in positions that can cause others real harm (and that sorta includes the Police, don't you think?), to a higher standard.
