This is a good example of why NZ went away from universal registration in the first place and concentrated on licencing the users first and foremost. The simple fact that people who make these blindingly obvious statements after performing "research" miss is that as far as animals go, ones that carry their weight on two legs are all other things being equal a lot more lightly built than those on four legs. That makes people a lot more affected by impact from projectiles than the equivalent four legger, and one the flip side of that if we want a tool to be effective on animals with four legs it's going to work great on more lightly built specimens.

10.cm penetration into the chest cavity sounds to me like they used piglets "thru the wall & into some organs". Slightly hyped or out of context but still a very valid concern I think.
When I was at school I had some mates that would go out with full face helmets and have war games, shooting each other. Back then the springers were very low power and wouldn't even penetrate both sides of a coke can at a few metres, But I was still too chicken/smart to join in that game.

In the Uk air rifles are way more popular & always have been, basically the only opportunity Joe Blogs has to shoot; with many competitive popular events Field Trophy etc. They have limited their air guns to 12 foot pounds without a license, which is pretty much where accuracy is premium, they blow me away hunting, shooting bunnies at 50 meters, you have to be able to hit a 20 cent piece to achieve that. Not sure? but I think you are allow a PCP also as long as its 12 ftp or less & PCP have awesome accuracy.
The air rifle I used as a kid BSA mercury only put out 6 -7 ftps & we always wanted more, the springers of today can achieve 20 ftps but more often than not accuracy is rubbish. Springers require a lot of skill to shoot well, at 20ftps they destroy scopes, which is great for sales. The air rifles they are selling are also rubbish unless you spend to $, sign of the times I guess sales/sales/sales.

I wonder what the injury and death statistics are like for children involved in Equestrian events? Probably stratospheric in comparison to how many serious injuries caused by the hundreds of thousands of air rifles in New Zealand over the last 150 years.
As shooters we really need to push for tighter restrictions on Horses.

Apart from the comment on using an air rifle on a bailed boar, one thing missed so far is that bullets perform very differently on dead animals compared to live ones. A live one having much more animation and muscle elasticity than a dead one.
This is the reason that manufactures use ballistic gel to advertise the effectiveness of their projectiles as opposed to using porcine cadavers, the data from which would not hold water in any narrative suggesting superior performance of a projectile.
If porcine cadavers can't necessarily prove superior performance, then they can't necessarily prove excessive risk.
