    Useing the firearms register

    Anybody else notice an add in your local paper today? Re useing the new register.
    Particualy the part thats says about 'activating circumstances'
    One of the points stated is manufacturing a firearm or ammunition.
    Does reloading consitute manufacturing ammunition?
