I belong to two non PNZ clubs here in the Hawkes Bay.

Not much difference actually.
Club has to be an incorporated society
Club promotes shooting comps
Club has rules for membership
Range has to be certified
Range has standing orders
Range has range officers.
Same range commands are used.
Club & Range have to be recognised by the Police
Main difference is the different types of competitions available at each club.
And the Non PNZ clubs are not bound by PNZ rules or decisions.

I didn't think it was legally possible for a pistol club to exist in NZ without being affiliated to PNZ since the 'memorandum of understanding' that allows pistol shooting was/is between PNZ and the police?
PNZ range certifier's are the only certifier's that the police will accept from my dealings of setting up a new range a couple of years back.
It's legal, the police just aren't keen on it and you will need to meet all the same requirements as any other pistol club and range.
