look at the shotgun reloader I sent you.....all you need is a punch to pop out primer.... hold that thought...you could drill out primer pocket to hold shotgun primer and use just that....try one in...

My greater concern if there were to be a calibre/energy limit would be how the classic big bores would be treated - everything from 35 Whelen up....for me it would affect 9.3x62, 375 H&H, 416...

well LOOKING at what you have sectioned...the SMK has lighter jacket so if opening in tip is same as the SGK it would open up FASTER....by making the metal in front bit softer than rear IT COULD slow...

There is no doubt in my mind caliber restrictions of some sort will be enacted soon as the slightly thicker part of the wedge of disarmament by 2030 . Hell we even have a minister for disarmament....
