    The Timaru Smith's City at least has a couple dozen firearms in stock in their outdoor section most of the time, I assume a few of the other locations do also?

    You could try switching to Trailboss, that will fill the case and stop the hangfire. Velocity will be low as well.

    Reducing loads can be problematic for a few reasons If the powder dose not fill the case and there is to much room in the case when the cartridge is lying flat in the rifle the powder is not up...

    Also to have a firearm licence you have been assessed by the Police to be a "fit and proper person" A fit and proper person would not put a magazine with a capacity greater than 7 rounds into a A-cat...
