16x is maybe a bit too much magnification for handheld optics, your picture is going to be pretty shaky... also fairly small field of view, so difficult to pickup your target area from naked eye. ...

If bumping does not work then it sounds like a neck length issue. Pull the pill from each brass and measure case length.

Differing opinions on that one. Excessive fouling is not a good thing, but some folks believe that you should not necessarily clean out all the copper. Barrels vary tremendously, best thing IMHO...
