From personal experience: Howa rifle in calibre of your choice, ali chassis stock, VX3 or similar, Bipod/some type of support, range finder. Spend remainder on ammo and trigger time.

I have found when playing with sub loads crimping the case makes a huge difference. More consistent velocity and very little blow back/soot around the neck and shoulder of the fired case.
