For maximum “modern bolt action pressure” I would use the CIP or SAAMI spec as bolt thrust is related to the taper of the case.

Interesting idea. Another approach would be one meal a day, and then eat when you have to haul something out. Food is also good for when you need body heat. This is all at your own discretion though.

I think your mate has some issues you’ll need to sort out first. With some very rough numbers from GRT you should expect about ~2900fps with a 24” barrel, 2213sc, and the 143gr.

If you mean muzzle velocity, then yes. If you’re talking about bullet speed during flight then SG increases as velocity drops because velocity decays faster than rpm.
