Yes, there would need to be a step down in pressure even if it was run off a scuba low pressure hose. Maybe a 12v inflator would be less hassle.

Generally, I'd advise against telescopic rods, but for trout fishing, I think you can get away with it. They are more convenient than multi-section rods as they can be left rigged when tramping....
